REGULATIONS
CONCERNING ADMISSION OF FOREIGN CITIZENS
FOR THE STUDIES IN GDYNIA MARITIME UNIVERSITY
dated 23rd April, 2012
§ 1
Legal basis
Foreign citizens may undertake studies at Gdynia Maritime University in accordance with the regulations set out in the Higher Education Act of 27th July 2005 (Dz.U. No 164, item 1365 of 2005) and the Directive of the Minister of Science and Higher Education of 12th October 2006 concerning studies and training courses undertaken by foreigners and their participation in research and development work (Dz.U. No.190, item 1406 of 2006).
§ 2
The principles for undertaking studies,
1. Under the regulations applying to Polish citizens, studies may be undertaken by:
a) foreign citizens who have been granted the right to settlement;
b) foreign citizens who possess refugee status granted in the Republic of Poland;
c) foreign citizens with temporary protection status (TPS) on the territory of the Republic of Poland;
d) migrant workers: citizens of Member States of the European Union or the European Free Trade Association (EFTA) – contracting parties of the European Economic Area provided that they are or were employed in Poland, also members of their family providing they live on the territory of the Republic of Poland;
e) foreign citizens who have acquired the EU long-term resident permit on the territory of the Republic of Poland;
f) foreign citizens who have acquired a temporary resident permit on the territory of the Republic of Poland due to the circumstances mentioned in Art. 53.1, points: 7, 13 and 14 of the Foreigners Act of 13th June 2003 – Dz. U. No. 128, item 1175 as amended);
g) foreign citizens with complementary protection status on the territory of the Republic of Poland;
h) foreign citizens of Member States of the European Union or the European Free Trade Association (EFTA) – contracting parties of the European Economic Area and their family members having financial resources indispensable for covering the costs of living during their studies; these citizens, however, are not entitled to social maintenance grants, special grants for handicapped persons, accommodation grants, or grants for food and assistance.
2. Other foreign citizens can study within the University’s regulations on the basis of:
a) international agreements, and on the principles outlined in these agreements;
b) agreements concluded with foreign institutions by the University, and on the principles outlined in these agreements;
c) a decision by the appropriate Minister for Higher Education, or another minister indicated in Art. 33.2;
d) Rector’s own decision.
These foreign citizens can undertake the studies:
a) as holders of Polish grants;
b) paying full tuition fees;
c) paying no tuition fees and with no grants;
d) as holders of grants from their home country, with no tuition fees;
e) as holders of the University grants.
3. Foreign citizens possessing the valid Pole’s Charter can undertake the studies in accordance with the University’s regulations set out in point 1 and 2.
§ 3
Grants
1. Holders of Polish grants acquire grants through a decision of the minister responsible for higher education. The minister also establishes its amount.
2. Foreign citizens of Polish origin applying for a grant of the Government of the Republic of Poland should contact the Polish diplomatic/consular post at their permanent residence to obtain any further information concerning the regulations of undertaking the studies. Other foreign citizens who will apply for a grant of the Government of the Republic of Poland should contact the Bureau for Academic Recognition and International Exchange (Biuro Uznawalności Wykształcenia i Wymiany Miedzynarodowej).
§ 4
Studies in Polish
1. The necessary requirement for full and part-time studies in Polish in Gdynia Maritime University is satisfactory command of Polish. Foreign citizens can be admitted to I- and II-cycle studies in Polish, if:
a) they complete a preparatory course enabling them to study in Polish conducted in organizations designated by the minister responsible for higher education,
b) they are awarded a certificate in Polish as a foreign language issued by the State Commission for Certification of Command of Polish as a Foreign Language (Państwowa Komisja Poświadczania Znajomości Języka Polskiego jako Obcego),
c) they are given a confirmation from the university that the level of their knowledge of Polish enables them to undertake the studies in Polish.
The level of the command of Polish is checked by the Faculty Recruitment Commission in a recruitment process.
2. All the tuition fees are payable to the bank account for the whole academic year in advance. The terms of payment are governed by the civil-legal contract.
3. Foreign citizens of Polish origin are offered a 30% discount in payments. The Polish origin should be confirmed in compliance with the Art.5 of the Repatriation Act with a certificate issued by the Consulate of the Republic of Poland.
4. When a group of foreign students exceeds fifteen, the Dean appoints the tutor for the group. The payment of the tutor is covered with the money coming from the tuition fees of all the students. Its amount is established by the Rector after consultation with the Dean of the appropriate Faculty.

1) When the break in the studies was no longer than one semester.

§ 5
Studies in English
1. The University offers studies in English, full and part-time. The necessary condition is a sufficient number of candidates determined by the Dean of the Faculty of a given specialization.
2. All the tuition fees are payable to the bank account for the whole academic year in advance. The terms of payment are governed by the civil-legal contract.
3. Foreign citizens of Polish origin are offered a 30% discount in payments. The Polish origin should be confirmed in compliance with the Art.5 of the Repatriation Act with a certificate issued by the Consulate of the Republic of Poland.

*The fee is also payable for issuing the Student Identity Card again when the student retakes the studies after a break longer than a year.
§ 7
Accommodation
Students may be provided with accommodation in Seaman Houses of Gdynia Maritime University. The rooms are shared by a few people, depending on current occupancy of rooms that are at the disposal of the Dean of the appropriate Faculty.
§ 8
The required documents
Candidates for the first year studies must submit by the date fixed by the recruitment commissions of the respective Faculties the following documents:
a) the authorized original of a school-leaving certificate and its translation by a certified translator;
b) the document officially recognizing the school-leaving certificate issued in a foreign country confirming its equivalence to the Polish school-leaving certificate;
c) a health certificate confirming suitability of a candidate to study in a given specialization. The health certificate should be issued by a certified doctor in Poland or in another country, but then translated into Polish. Candidates cover the expenses of medical examinations;
d) candidates for marine specializations – an international seamen's health certificate. Candidates cover the costs of obtaining a health certificate;
e) a certificate of completing the Polish language course with an exception when the Faculty recruitment commission has already confirmed the command of Polish (refers to the studies in Polish);
f) a completed form – a personal details questionnaire for a foreigner (ankieta osobowa cudzoziemca), which is provided in Attachment No1 to the Regulations;
g) 4 colour passport photos;
h) a receipt of registration fee;
i) an insurance policy in case of illness or accident for the period of studies in Poland or the European Health Insurance Card;
j) in case of the Polish origin, the respective certificate issued by the Consulate of the Republic of Poland.
§ 9
Admission to studies
1. The recruitment commission of the appropriate Faculty conducts a recruitment process for candidates.
2. On successful completion of the recruitment process and having paid the appropriate fees for the 1st year studies, the candidate receives a certificate of admission for the studies.
3. By the date fixed by the Dean’s office of the respective Faculty, the candidate is obliged to submit a visa, resident permit or another document entitling him/her to stay on the territory of the Republic of Poland.
4. The student contract of provision of educational services for a fee is made with the candidate. The sample copy of the contract is included in the Attachment No 2. The curriculum of the studies constitutes the separate attachment to the contract and is specified by the authorities of the respective Faculty.
5. The admission for studies is granted after signing a civil-legal contract between the University and the candidate.
6. All fees shall be payable to the bank account of the University:
a) for payments in PLN 66 1500 1881 1210 2002 9720 0000
b) for payments in EURO 67 1500 1881 1210 2005 8818 0000
7. The documents mentioned in §7 should be submitted directly to the respective Dean’s office depending on the specialization the person has applied for.
8. The decision to admit the applicant for the studies is taken by the Rector.
9. After being admitted for the studies in the specialization, where a health certificate is required, the student must submit this document.
§ 10
Final provisions
1. The fees are subject to alterations if the costs of providing educational services by Gdynia Maritime University change.
2. The Rector shall make a final decision in cases that are not defined by these Regulations.
3. In matters that are not governed by these Regulations, the Higher Education Act of 27th July 2005(Dz.U. No 164 item 1365 of 2005) and the Directive of the Minister of Science and Higher Education of 12th October 2006 concerning studies and training courses undertaken by foreigners and their participation in research and development work (Dz.U. No.190, item 1406 of 2006) shall apply.
